Beginning January 1, 2026, the Utah State Courts will discontinue public parking at the garage beneath the Scott M. Matheson Courthouse located at 450 S. State Street, Salt Lake City. The announcement, made last week, confirms that while the general public will lose access, the garage will remain open for jurors, court staff, and authorized court users.
According to officials, this shift is part of a broader effort to strengthen courthouse safety and security protocols in line with national security guidance.

Court leaders said the decision reflects an increased focus on protecting court employees and visitors.
Chris Palmer, director of security for Utah State Courts, explained that the update is intended to improve both security and operational efficiency.
“This adjustment aligns with national security standards and is a proactive measure to better protect the public and court employees while ensuring continued access through nearby parking options,” Palmer said. “The goal is to ensure that access occurs in a way that maximizes safety for everyone in the courthouse.”

A 2021 Utah state safety report advised that public parking should never be placed beneath court buildings due to security vulnerabilities. The same report also recommended separating public and staff parking using gates, landscaping barriers, or similar physical divisions.
The National Center for State Courts likewise issued recommendations urging courts nationwide to avoid labeled parking spaces, including those marked for “judges,” out of concern that such identification increases risk.
Where Visitors Should Park Instead
People attending hearings or other court proceedings at the Scott M. Matheson Courthouse are encouraged to use several nearby alternative parking options, including:
- 500 South surface lot
- 175 E. 400 South surface lot
- WaFd Building parking garage
In addition, Salt Lake City maintains metered street parking throughout the surrounding area, offering multiple choices for short-term and long-term visits.
Public Transit Options Near the Courthouse
Visitors who prefer public transit can rely on services provided by the Utah Transit Authority (UTA). Key options include:
- A UTA bus stop located directly outside the courthouse
- A light-rail (TRAX) station situated just one block away
- Both transit services fall within downtown Salt Lake City’s free-fare zone, allowing convenient and cost-free travel within the area.
These options help maintain easy courthouse access even as the on-site garage is closed to the public.
