DAVIS COUNTY, Utah — Authorities in northern Utah have arrested a 25-year-old Ogden man accused of throwing six puppies from a moving vehicle on U.S. Route 89, resulting in multiple animal deaths and injuries.

According to the Davis County Sheriff’s Office, Memphis Lor was taken into custody on Wednesday and now faces seven felony counts of torturing a companion animal.

Incident Details

Investigators say the disturbing incident occurred on October 22, when Lor was traveling southbound on US-89 between Fruit Heights and Layton. Witnesses reported seeing him intentionally toss several weeks-old puppies out of his car window while driving.

Tragically, two of the puppies died, and another suffered severe injuries. Two others were found unharmed, while a sixth puppy remains missing.

Abandoned Mother Found Malnourished

In addition to the attack, officials say Lor abandoned the puppies’ mother near Bountiful Pond, leaving her extremely malnourished and in need of medical attention.

Thanks to quick action by local residents, the mother dog and her surviving puppies were rescued and taken to Animal Care of Davis County, where they are now recovering.

Community Effort Leads to Arrest

“The Davis County Sheriff’s Office and Animal Care of Davis County are grateful to the citizens who located these puppies and their mother, took action, and got authorities involved,” the sheriff’s office said in a statement.

Officials added that community tips played a major role in identifying Lor and ensuring the surviving animals received care.

Animal Cruelty in Utah

Under Utah law, torturing a companion animal is a third-degree felony punishable by prison time and fines. Law enforcement officials across the state continue to stress that cases of animal cruelty will be investigated aggressively and prosecuted to the fullest extent.

The Davis County Attorney’s Office is expected to file formal charges in the coming days.
