As the 2025 Municipal General Election concluded on November 4, voters across Utah cast their ballots in key mayoral and city council races in some of the state’s most populous counties. Highlights from Salt Lake County

In Salt Lake County’s largest cities, several key races drew attention:

  • In Bluffdale, Natalie Hall led with 51.06% over Connie Pavlakis at 48.94% for mayor.
  • Brighton’s Scotty John dominated the mayoral race with 77.27%.
  • Cottonwood Heights reelected Gay Lynn Bennion with 56.55%, while Shawn Newell and Ellen Birrell secured city council seats with 61.72% and 68.10% respectively.
  • Draper’s Troy K. Walker won comfortably with 73.30%.
  • Herriman saw Lorin Palmer elected mayor with 74.20%, and in Holladay Paul S. Fotheringham won 57.50%.

Several district city council races also delivered clear winners, while ranked-choice voting in Salt Lake City highlighted Victoria Petro winning District 1 with 53%, and Chris Warton taking District 3 after the second round.

Utah County’s Outcomes

In Utah County, many incumbents and challengers secured leadership positions:

  • Carla Merrill won the Alpine mayoral race with 100% of votes reported.
  • Brad Frost claimed the American Fork mayor seat with 78.26%.
  • Melissa Clark and Jared R. Gray were in a close contest for Eagle Mountain mayor with Gray narrowly ahead at 52.38%.
  • Lehi’s Paul Binns led with 51.95%.
  • Karen McCandless won Orem’s mayoral race with 53.37%.
  • Many city councils across Utah County saw competitive, closely watched elections, including in Provo, where Michelle Kaufusi edged out Marsha Judkins with 51.58% for mayor.

Multiple propositions related to sales and use taxes for parks, recreation, and cultural programs received strong support, such as Provo’s RAP Tax continuation passing with 84.95%.

Davis, Weber, and Washington Counties

In Davis County, key wins included Kate Bradshaw as Bountiful mayor and Clark Wilkinson leading Centerville with 100%. Weber County’s Ogden saw Alicia Washington and Bart E. Blair advance in city council races, while Janet Wampler maintained a commanding lead in the Ogden Valley mayoral contest.

Washington County’s Apple Valley elected Mike Farar with 73.88%, and Hurricane’s Clark Fawcett led at 67.90%. Other cities like St. George and Santa Clara saw heated races reflecting varied voter priorities.
