Firefighter and Photographer Charged with Aggravated Sexual Abuse of a Child in Utah

A veteran Roy City firefighter and local photographer, Ryan J. Rampton, 58, of Syracuse, Utah, has been charged with multiple counts of aggravated sexual abuse of a child following allegations that he repeatedly assaulted a minor over several years.

According to charging documents filed earlier this month in Davis County, Rampton faces two counts of first-degree felony aggravated sexual abuse of a child and one count of first-degree felony sodomy of a child. Prosecutors allege the incidents took place between 2013 and 2017, involving repeated acts of sexual assault.

Authorities say the victim first reported the abuse in 2017, but the case did not move forward at the time due to the victim’s discomfort discussing details with the initial investigator. In March 2025, the victim came forward again, expressing her determination to reopen the case and prevent Rampton from harming others.

Court records also reveal that Rampton operated a photography business from his home, specializing in photoshoots for young girls dressed in “princess” costumes. While this raised concerns during the investigation, Syracuse Police Department officials stated there is currently no evidence suggesting additional victims.

Following his arrest, the Roy City Fire Department placed Rampton on administrative leave pending the outcome of the criminal and internal investigations.
“Roy City takes these allegations very seriously,” said Fire Chief Theron Williams in an official statement. “With the criminal investigation concluded and charges filed, the employee remains on leave while we complete our internal review and take appropriate action under city policy and law.”

Rampton was booked into the Davis County Jail and remains in custody without bail, awaiting a pretrial hearing. The case continues to develop as the city and law enforcement coordinate further review.
